Setting strategic policy directions & actions for sustainable urbanization
The review of the existing Rwanda NUP is an opportunity to ensure the harmony between the policy itself and newly adopted strategic policy documents such as Vision 2050 and reviewed urban development master plans. Pegasys Ltd. and Bantu are undertaking a systematic review of the NUP and developing its implementation strategy, outlining strategic directions to implement the national urbanization agenda.
As the NUP 2015 targets have not been met, a critical enquiry as to why this happened is informing the current review, and providing an opportunity to re-assess and redefine future urbanization targets by aligning them to other more recent policies and based on a comprehensive situational analysis.
This work is being conducted using desktop studies, including an analysis of Geospatial data, and extensive stakeholder consultations. The team has conducted a rapid diagnostic assessment of city management and urban planning practices in Rwanda, with the aim of reviewing the NUP 2015 and extracting key challenges and lessons to revise the policy.
The project methodology involves research to understand Rwanda’s urbanization landscape, developing best practices, performing the rapid diagnosis using a Multi-criteria Assessment Method, engagement of diverse stakeholders, validation and feedback working towards a final revised policy.
